Was born on January 2, 1963 in Kukmor.
Has graduated from Kamsky state polytechnical institute (KamPI).
After the institute termination in 1986 it was arranged on Kamaz. 
Gradually on an office ladder has risen to the deputy chief of shop of repair of foundry equipment.
In parallel worked in co-operative at plant — then so practised.
Mulyukov has started to make the first furnace still in the nineties, and in 1996, has created own firm.
